About Library and Information Center
The M S Ramaiah college of Arts, Science and commerce (MSRCASC) Library and Information Centre stands as the intellectual hub of the institution, dedicated to fostering knowledge acquisition and dissemination. It continually enhances its resources to offer a rich and supportive educational environment for students and faculty alike.
Library operations are efficiently managed through the implementation of Libsoft 12.0.0 Library Automation Software, streamlining key services such as book browsing, reservations, and borrowing.
Spanning a total carpet area of 6,909 sq. ft., the library accommodates up to 250 students at a time with ample reading space. To ensure the safety and security of its users and resources, the facility is monitored by 14 CCTV cameras. The Central Library houses an extensive collection of 36,784 books, comprising 32,573 unique titles and 4,211 reference books from reputed publishers. Additionally, it subscribes to 108 national and international periodicals, 1105 Back Volumes, 19 newspapers, 150 Online Databases, and provides access to 46 computers for digital learning and research. MSRCASC Library remains committed to continuous improvement, ensuring it meets the evolving academic and research needs of its users.

Vision
To serve the information needs of its users, as a center of intense intellectual inquiry, the RCASC Library shares with the intuition the aspiration to be the most dynamic learning environment.
Mission
Build collections and create tools to support research, teaching, and learning. provide access to and promote the discovery and use of local and external information resources. Ensure the preservation and long-lasting availability of Library collections and resources. Develop, encourage, and sustain expertise, skill, commitment and an innovative spirit in its staff to provide library services and resources. Increase collaboration with students and faculties.
Objectives
Library is to serve the information needs of the faculties and students to build up a sample collection of Books, Journals, E-services and Institution Repository. To promote optimum use of Library Materials Provided Internet service to users to strive to advance methods of Health Information provision through modern Information Technology to identify the problems faced by the users while the library and its resources to know the purpose and motivations of visiting the library.
Rules and Regulations
- • Only registered members are allowed to use the Library.
- • Registered members are issued a Library membership identity card.
- • Members should produce their ID cards at the entrance of the Library.
- • Readers should observe strict silence and switch off their Mobile phones in the Library premises.
- • Borrower's tickets/Library membership ID cards issued by the library are non-transferable.
- • Books are normally issued for a fortnight.
- • Reference books and periodicals are not issued out.
- • Borrowers must satisfy themselves with the physical condition of books before borrowing.
- • Members are responsible for books issued against their tickets.
- • Issued books returned after due date attract overdue charges.
- • Readers are not allowed to bring personal books or any printed material and other personal belongings like bags, umbrellas, etc. inside the Library. These materials are to be kept at the Property Counter at their own risk.
- • Readers are advised not to leave their precious and valuable items like money, passport, credit card etc. at the Property Counter.
- • Readers should not write in, mark or otherwise disfigure/damage books, furniture, etc.
- • Library can recall any issued book even before the due date.

Library Membership
1. Eligibility for Library Membership
All students, faculty members, and administrative staff of MS Ramaiah College of Arts, Science and Commerce –Autonomous are eligible for library membership.
2. Procedure for Library Membership
- • Library Membership Forms are available at the Library Office during working hours.
- • Students (UG and PG) must submit the duly filled form to the Librarian along with one passport-size photograph.
- • Newly appointed faculty members must submit the membership form along with a copy of their appointment order and four stamp-size photographs to obtain library cards.

3. Circulation Policy
- • Borrowing privileges are extended only to registered library members against a valid college ID card.
- • Faculty members may borrow up to three books for a period of one month.
- • PG students may borrow three books, and UG students may borrow two books, for a period of 15 days.
- • Newly acquired books will be issued only after completion of technical processing.
- • Reference books, rare books, and unbound periodicals are generally not issued, except with the written permission of the Librarian.
- • Members may consult books within the library only after submitting their ID card to the Librarian. No faculty member or student is permitted to borrow two copies of the same title by the same author.
- • The Librarian reserves the right to refuse the issue of a book to any member or to recall a book at any time without assigning a reason.
4. Renewal of Issued Books
- • Books must be physically presented at the library for renewal.
- • Renewal is permitted only if another member has not reserved the book.
- • In the case of reserved books, priority will be given to the member at the top of the reservation list.
5. Overdue Charges and Responsibilities
- • An overdue fine of ?2.00 per book per day will be charged for late returns.
- • Members must return all borrowed books before proceeding on long-term leave.
- • Borrowers are responsible for any damage or mutilation of library materials noticed at the time of return.
- • All library books and borrowers’ cards must be returned to obtain a No Due Certificate from the library.
- • Failure to clear library dues may result in suspension of borrowing privileges until the dues are paid.
6. Loss or Damage of Books
In the event of loss or damage to a book, the member must either replace the book or pay double the book's cost within 15 days. If a single volume from a multi-volume set is lost, the entire set must be replaced.
7. Loss of Borrower’s Card
Members are responsible for the safekeeping of their Borrower’s Cards. In case of loss, it must be reported immediately to the Librarian. A fee of ?50/- will be charged for the issue of each duplicate Borrower’s Card.

Digital Library
The MSRCASC Library & Information Centre is a housed Library Server running through software called ‘Libsoft Version12.0.0 -Through the Digital library, content and library collections in digital formats and other Institutional data is made accessible to users. MSRCASC Library has already initiated and collected e-resources in physical form CD-ROM’s, Audio Cassettes, etc., also providing the facility to access e-journals, e-databases, abstracts & indexes under UGC-Info Net E-Consortia Programme.

Library Best User Award
To motivate the students to make the efficient use of the library and its services, the 'Best Library User Award' has been started from 2017-18.
Selection Criteria & Details
- • Two students are selected one from UG and One from PG.
- • On the basis of the statistical data, accession of books, reading aptitude of the student, utilization of library resources, discipline and the review of the Library Advisory committee.

E-Library (Talking Books) for the Visually Impaired
The MSRCASC Autonomous Library & Information Centre has introduced specialized facilities to support visually impaired users in accessing library resources. These include the KIBO XS and JAWS Talking Software, both tailored for blind and visually impaired students. The platform is fully Audio base and highly visual, accessible directly through any device, whether on campus or at home. With enhanced remote learning options, the library ensures that visually impaired students have the tools they need for distance learning. Several online platforms and tools have been developed to help blind students access educational content and resources with ease. This material helps visually impaired students compete equally with other students.

Commemorating the Father of Library Science
The Department of Library and Information Centre, MSRCASC (Autonomous), celebrated National Librarian’s Day 2025 on 12th August 2025. The day commemorates the birth anniversary of Padma Shri Dr. S. R. Ranganathan (1892–1972), a distinguished scholar recognized globally as the Father of Library Science in India.
"Dr. S. R. Ranganathan devoted his life to the growth and development of Library Science. His pioneering contributions, including the Five Laws of Library Science, have left a lasting legacy in the field."
Event Highlights
The program commenced with a solemn invocation, followed by floral tributes and the traditional lighting of the lamp. The ceremony was graced by the Vice Principal, Prof. Jayarama B. S., along with Chief Librarian Mr. Kiran Nandi, Ms. Chitrakala, GEF Librarians, faculty members, and students. The event served as a meaningful tribute, inspiring participants to uphold the vision for the advancement of Library Science.

Library orientation is essential for freshers to adapt to the system and understand how the library operates. This programme familiarizes users with the vast resources available, ensuring they can make the best possible use of the library's services throughout their academic journey.
